Why NAHT Cymru is in dispute
NAHT Cymru is in a formal trade dispute with the Welsh Government and employers because of concerns that go to the very heart of the future of education in Wales.
The dispute centres on four key issues:
- The Welsh Government’s refusal to implement in full the recommendation of the Independent Welsh Pay Review Body (IWPRB)
- The future application of the principle of no detriment for teachers and school leaders in Wales
- The adequacy, distribution and transparency of Additional Learning Needs (ALN) funding
- The long-term sustainability of school leadership and the wider education workforce.
Pay
The Independent Welsh Pay Review Body recommended a pay award of 4.25% for 2026/27. The Welsh Government chose instead to implement a 3.5% award, mirroring the recommendation made by the English pay review body rather than accepting the recommendation of its own independent Welsh review process.
This decision is about far more than a difference of 0.75%.
It has a direct and permanent impact on both members’ salaries and pensions. The loss is compounded over time because every future pay increase is applied to a lower salary base, creating a cumulative reduction in lifetime earnings and pension benefits.
This is now the second occasion on which the Welsh Government has chosen not to implement the recommendation of the Independent Welsh Pay Review Body. NAHT Cymru believes this raises serious questions about the credibility, integrity and independence of the Welsh pay review process. An independent review body cannot command confidence if its recommendations are accepted only when they are convenient or affordable.
The true cost of missed pay awards
A school leader on L10 (£65,822) of the leadership pay scale would be earning around £1,062 more each year had the full IWPRB recommendations been implemented in both 2025 and 2026.
If that shortfall remains embedded in pay over the next 10 years, they would lose approximately £10,620 in salary.
Because Teachers’ Pensions is based on career average earnings, they would also build up less pension. Over the same period, this equates to around £186 per year less pension in retirement. Using a standard measure that values pension benefits at 20 times their annual value, this reduction would be worth approximately £3,700.
Total illustrative loss: more than £14,000.
Additional Learning Needs (ALN)
School leaders across Wales continue to face an unprecedented growth in both the volume and complexity of Additional Learning Needs.
Despite repeated warnings from school leaders, local authorities, trade unions and other stakeholders, the funding available to schools has failed to keep pace with demand. NAHT Cymru is concerned not only about the overall quantum of funding available for ALN provision, but also about the way that funding is distributed and the extent to which resources reach schools directly.
When schools do not receive the resources needed to support children effectively, the responsibility does not disappear. Instead, it falls directly onto teachers, support staff and school leaders.
The result is unsustainable workload, increasing operational pressure, growing wellbeing concerns and significant challenges for recruitment and retention. School leaders are spending more and more time compensating for gaps in provision, sourcing support, managing increasingly complex cases and making impossible decisions about how limited resources should be allocated.
For NAHT Cymru, ALN funding is therefore not simply a financial issue. It is a children’s issue, a workload issue, a wellbeing issue and a school leadership issue.
What is an indicative ballot?
NAHT Cymru is conducting an indicative ballot to seek members’ views on potential future industrial action should the current dispute remain unresolved.
This is not a statutory industrial action ballot; rather, it is a consultative exercise designed to assess members’ willingness to support future industrial action should negotiations fail to deliver a satisfactory resolution.
The indicative ballot opens on Wednesday 16 September 2026 and closes at 12pm on Wednesday 30 September 2026.
Why is NAHT Cymru running an indicative ballot?
NAHT Cymru has spent many years engaging constructively with the Welsh Government on these issues.
More recently, the union has:
- Entered a formal trade dispute in July 2026
- Referred the dispute to ACAS
- Met with the Cabinet Secretary on multiple occasions
- Delayed progression towards balloting in order to facilitate negotiations
- Made negotiators available throughout the summer to engage in intensive discussions aimed at resolving the dispute.
Despite these efforts, and despite commitments that meaningful negotiations would take place during the summer period, no substantive negotiations on the issues at the heart of the dispute have occurred.
The indicative ballot is therefore an opportunity for members to indicate whether they would be prepared to support further action should negotiations fail to lead to an acceptable resolution.
What are the questions in the indicative ballot?
Members are being asked two questions:
Question 1: If the formal dispute between NAHT Cymru and the Welsh Government and employers remains unresolved, would you be willing to participate in Action Short of Strike Action?
Question 2: If the formal dispute between NAHT Cymru and the Welsh Government and employers remains unresolved, would you be willing to participate in Strike Action?
We want a strong turnout to provide a clear and representative picture of how members feel about the dispute and the options available to the union.
Whatever your view, we strongly encourage you to participate.
Is NAHT Cymru exhausting all options?
Yes. NAHT Cymru has consistently sought to resolve these matters through dialogue and negotiation.
This has included:
- Formal correspondence
- Meetings with ministers and officials
- Engagement through social partnership structures
- Referral to ACAS
- Direct discussions throughout the summer of 2026.
NAHT Cymru remains fully committed to meaningful negotiations and would welcome a resolution through constructive dialogue.
The purpose of the indicative ballot is not to end the possibility of negotiation. Rather, it is to ensure that the union understands the views of members and is prepared for all eventualities should engagement fail to deliver meaningful progress.

Pam mae NAHT Cymru mewn anghydfod?
Mae NAHT Cymru mewn anghydfod diwydiannol ffurfiol â Llywodraeth Cymru a chyflogwyr oherwydd pryderon sy'n mynd at galon dyfodol addysg yng Nghymru.
Mae'r anghydfod yn canolbwyntio ar bedwar mater allweddol:
- Y ffaith bod Llywodraeth Cymru’n gwrthod gweithredu argymhelliad Corff Adolygu Cyflogau Annibynnol Cymru (IWPRB) yn llawn
- Sicrhau na fydd athrawon ac arweinwyr ysgolion yng Nghymru ar eu colled yn y dyfodol
- Digonolrwydd, dosbarthiad a thryloywder cyllido ar gyfer Anghenion Dysgu Ychwanegol (ADY)
- Cynaladwyedd hirdymor arweinyddiaeth ysgolion a'r gweithlu addysg ehangach.
Cyflog
Argymhellodd Corff Adolygu Cyflogau Annibynnol Cymru godiad cyflog o 4.25% ar gyfer 2026/27. Yn lle hynny, dewisodd Llywodraeth Cymru gynnig dyraniad o 3.5%, gan adlewyrchu'r argymhelliad a wnaed gan y corff adolygu cyflogau yn Lloegr yn hytrach na derbyn argymhelliad eu proses adolygu annibynnol eu hunain yng Nghymru.
Mae'r penderfyniad hwn yn ymwneud â llawer mwy na gwahaniaeth o 0.75%.
Mae’n cael effaith uniongyrchol a pharhaol ar gyflogau a phensiynau aelodau. Mae'r golled yn cael ei dwysáu dros amser oherwydd bod pob cynnydd cyflog yn y dyfodol yn seiliedig ar sylfaen gyflog is, gan greu gostyngiad cronnus mewn enillion oes a buddion pensiwn.
Dyma’r ail achlysur i Lywodraeth Cymru ddewis peidio â gweithredu argymhelliad Corff Adolygu Cyflogau Annibynnol Cymru. Mae NAHT Cymru yn credu bod hyn yn codi cwestiynau difrifol ynghylch hygrededd, uniondeb ac annibyniaeth proses adolygu cyflogau Cymru. Ni all corff adolygu annibynnol ennyn hyder os yw ei argymhellion yn cael eu derbyn dim ond pan fyddant yn gyfleus neu'n fforddiadwy.
Gwir gost dyfarniadau cyflog wedi’u methu
Byddai arweinydd ysgol ar L10 (£65,822) o’r raddfa gyflog arweinyddiaeth yn ennill tua £1,062 yn fwy bob blwyddyn pe bai argymhellion llawn IWPRB wedi cael eu gweithredu yn 2025 a 2026.
Pe bai’r diffyg hwnnw’n parhau wedi’i wreiddio mewn cyflogau dros y 10 mlynedd nesaf, byddent ar eu colled o tua £10,620 mewn cyflog.
Oherwydd bod Pensiynau Athrawon yn seiliedig ar gyflog cyfartalog yn ystod eu gyrfa, byddent hefyd yn cronni llai o bensiwn. Dros yr un cyfnod, mae hyn yn cyfateb i tua £186 y flwyddyn yn llai mewn pensiwn ar ôl ymddeol. Gan ddefnyddio mesur safonol sy’n gosod gwerth buddion pensiwn ar 20 gwaith eu gwerth blynyddol, byddai’r gostyngiad hwn werth tua £3,700.
Cyfanswm colled ddangosol: mwy na £14,000
Anghenion Dysgu Ychwanegol (ADY)
Mae arweinwyr ysgolion ledled Cymru’n parhau i wynebu twf digynsail o ran nifer a chymhlethdod Anghenion Dysgu Ychwanegol.
Er gwaethaf rhybuddion dro ar ôl tro gan arweinwyr ysgolion, awdurdodau lleol, undebau llafur a rhanddeiliaid eraill, mae'r cyllid sydd ar gael i ysgolion wedi methu â chadw i fyny â'r galw. Mae NAHT Cymru’n pryderu nid yn unig am faint cyffredinol y cyllid sydd ar gael ar gyfer darpariaeth ADY, ond hefyd am y ffordd y mae cyllid yn cael ei ddosbarthu a faint o adnoddau sy'n cyrraedd ysgolion yn uniongyrchol.
Pan nad yw ysgolion yn derbyn yr adnoddau sydd eu hangen i gefnogi plant yn effeithiol, nid yw'r cyfrifoldeb yn diflannu. Yn hytrach, mae'n disgyn yn uniongyrchol ar athrawon, staff cymorth ac arweinwyr ysgolion.
Y canlyniad yw llwyth gwaith anghynaladwy, pwysau gweithredol cynyddol, mwy o bryderon ynghylch llesiant a heriau sylweddol o ran recriwtio a chadw staff. Mae arweinwyr ysgolion yn treulio mwy a mwy o amser yn gwneud iawn am fylchau yn y ddarpariaeth, yn dod o hyd i gefnogaeth, yn rheoli achosion sy'n gynyddol gymhleth ac yn gwneud penderfyniadau amhosibl ynghylch sut y dylid dyrannu adnoddau prin.
Felly i NAHT Cymru, nid mater ariannol yn unig yw cyllido ADY. Mae'n fater sy’n effeithio ar blant, ar lwyth gwaith, ar lesiant ac ar arweinyddiaeth ysgolion.
Beth yw pleidlais ddangosol?
Mae NAHT Cymru yn cynnal pleidlais ddangosol i ofyn barn aelodau ar weithredu diwydiannol posibl yn y dyfodol pe bai'r anghydfod presennol yn parhau heb ei ddatrys.
Nid pleidlais statudol ar weithredu diwydiannol yw hon; yn hytrach, mae'n ymarfer ymgynghorol a gynlluniwyd i asesu parodrwydd aelodau i gefnogi gweithredu diwydiannol yn y dyfodol pe bai trafodaethau'n methu â darparu datrysiad boddhaol.
Mae'r bleidlais ddangosol yn agor am 12pm ddydd Mercher 16 Medi 2026 ac yn cau am 12pm ddydd Mercher 30 Medi 2026.
Pam mae NAHT Cymru yn cynnal pleidlais ddangosol?
Mae NAHT Cymru wedi treulio blynyddoedd lawer yn ymgysylltu'n adeiladol â Llywodraeth Cymru ar y materion hyn.
Yn fwy diweddar, mae'r undeb wedi:
- Dechrau anghydfod diwydiannol ffurfiol ym mis Gorffennaf 2026
- Cyfeirio’r anghydfod at ACAS
- Cyfarfod ag Ysgrifennydd y Cabinet ar sawl achlysur
- Gohirio symud ymlaen tuag at gynnal pleidlais er mwyn hwyluso trafodaethau
- Sicrhau bod staff ar gael i negodi trwy gydol yr haf i gymryd rhan mewn trafodaethau dwys â'r nod o ddatrys yr anghydfod.
Er gwaethaf yr ymdrechion hyn, ac er gwaethaf addewidion y byddai trafodaethau ystyrlon yn cael eu cynnal yn ystod cyfnod yr haf, nid oes unrhyw drafodaethau sylweddol wedi digwydd ar y materion sydd wrth wraidd yr anghydfod.
Felly, mae'r bleidlais ddangosol yn gyfle i aelodau nodi a fyddent yn barod i gefnogi camau gweithredu pellach pe bai trafodaethau'n methu ag arwain at ddatrysiad derbyniol.
Beth yw'r cwestiynau yn y bleidlais ddangosol?
Gofynnir dau gwestiwn i’r aelodau:
Cwestiwn 1: Os bydd yr anghydfod ffurfiol rhwng NAHT Cymru a Llywodraeth Cymru a chyflogwyr yn parhau heb ei ddatrys, a fyddech chi'n fodlon cymryd rhan mewn Gweithredu sy’n Brin o Streic?
Cwestiwn 2: Os bydd yr anghydfod ffurfiol rhwng NAHT Cymru a Llywodraeth Cymru a chyflogwyr yn parhau heb ei ddatrys, a fyddech chi'n fodlon cymryd rhan mewn Streic?
Rydym eisiau i nifer dda o aelodau gymryd rhan er mwyn rhoi darlun clir sy’n cynrychioli sut mae aelodau'n teimlo am yr anghydfod a'r opsiynau sydd ar gael i'r undeb.
Beth bynnag yw eich barn, rydym yn eich annog yn gryf i gymryd rhan.
A yw NAHT Cymru yn defnyddio pob opsiwn?
Ydym. Mae NAHT Cymru wedi ceisio datrys y materion hyn yn gyson trwy ddeialog a negodi.
Mae hyn wedi cynnwys:
- Gohebiaeth ffurfiol
- Cyfarfodydd gyda gweinidogion a swyddogion
- Ymgysylltu trwy strwythurau partneriaeth gymdeithasol
- Cyfeirio at ACAS
- Trafodaethau uniongyrchol trwy gydol haf 2026.
Mae NAHT Cymru yn parhau i fod wedi ymrwymo'n llwyr i drafodaethau ystyrlon, a byddem yn croesawu datrysiad trwy ddeialog adeiladol.
Nid diben y bleidlais ddangosol yw rhoi terfyn ar y posibilrwydd o negodi. Yn hytrach, ei bwriad yw sicrhau bod yr undeb yn deall barn aelodau ac yn barod ar gyfer pob posibilrwydd pe bai ymgysylltiad yn methu â sicrhau cynnydd ystyrlon.
