School funding in crisis - Cymru

Currently, school leaders in Wales are facing a level of education reform not seen in the Principality for over 70 years. There is great ambition in the Welsh education sector and many of the policies, in principle, are on the right track. However, schools are unable to deliver them effectively without adequate resourcing. This academic year the Welsh Education budget has decreased from 1.75 billion in 2016-17 to £1.6 billion. Couple this with rising costs in school expenditure and it is clear that schools in Wales are in desperate need of more funding.  

But funding itself isn’t enough. NAHT Cymru are calling for a national approach to a full and fair allocation of money in schools. At present, there are 22 local authorities with 22 different funding formulae and very few common features. Add to this the layer of resource now used by the Regional Consortia and it is almost impossible to see what happens to funding originally from Westminster via the journey to Welsh government before it finally gets into schools. A greater level of transparency is needed.

Cyllido ysgolion Cymru

Mae arweinwyr ysgolion yng Nghymru ar hyn o bryd yn wynebu lefel o ad-drefnu addysg na welwyd ers dros 70 mlynedd. Mae cryn lawer o uchelgais yn y sector addysg yng Nghymru, ac mae llawer o'r polisïau, mewn egwyddor, ar y trywydd cywir. Serch hynny, ni all ysgolion eu gweithredu'n effeithiol heb adnoddau digonol. Mae cyllideb addysg Cymru ar gyfer y flwyddyn academaidd hon wedi crebachu o £1.75 biliwn yn 2016-17 i £1.6 biliwn. Mae hyn, ynghyd â'r cynnydd a welwyd yng ngwariant ysgolion, yn golygu bod angen dybryd ar ysgolion yng Nghymru am fwy o gyllid.

Ond nid yw cyllido ar ei ben ei hun yn ddigon. Mae NAHT Cymru yn galw am ymagweddiad cenedlaethol at ddyrannu arian yn llawn ac yn deg i ysgolion. Ar hyn o bryd, mae yma 22 o awdurdodau lleol gyda 22 gwahanol fformiwla a dim ond ychydig o nodweddion yn gyffredin. Ychwanegwch at hyn yr haen o adnoddau a ddefnyddir bellach gan Gonsortia Lleol, ac mae bron yn amhosib gweld beth sy'n digwydd i gyllido sy'n wreiddiol o San Steffan drwy Lywodraeth Cymru, cyn cyrraedd ysgolion. Mae angen mwy o dryloywedd.
