Today, the Education Policy Institute (EPI) will publish its second detailed report on unexplained pupil exits from English schools.
Paul Whiteman, general secretary of NAHT, the largest school leadership union, said:
“This is a welcome and timely report. NAHT has always been clear that the practise that has come to be known as ‘off-rolling’ is unacceptable, and where it happens, it should be robustly challenged. But we must also be cautious in our interpretation of this new data – every case is different. The report itself says that ‘some proportion of unexplained exits will be legitimate decisions in the interests of the child’.”
NAHT recommends better recording of managed moves and reforms to the accountability system that recognise schools which take an inclusive approach, as recommended in the report.
