School exclusion review

NAHT has submitted evidence to the review of school exclusion practice in England, which is exploring the drivers of exclusion rates and, in particular, the factors that drive the disproportionate exclusion of some groups of pupils.  Amongst others, this includes pupils from certain ethnic groups; pupils who are eligible for free school meals, or have been eligible for free school meals in the last six years; those with special educational needs; looked after children and children in need. 

NAHT recognises that schools are facing a range of intense and intersecting pressures that are contributing to the increase in the levels of exclusions. We set out in our response how the decline in school funding, and the similar decline in support from health and social care services to support our most challenging pupils, has impacted on schools at the very time when the curriculum is increasingly inaccessible for pupils with any level of SEND.  NAHT has urged that the review takes a wide view on the flexibility of its remit in order to consider and make recommendations on the underlying and causal factors relevant to school exclusion.
