A message from NAHT Cymru to members in Wales


We have spoken to Welsh government education officials today to raise the concerns you have as members.

There has been much frustration about the lack of school-specific guidance on a wide range of issues from class ratios to school closure protocols.

The message from officials was clear:  schools would remain open and support and guidance will be provided on how to do this safely and cohesively.

The reasons for schools remaining open are based on the following considerations:

• Data analysis shows that children and young adults are at significantly less risk of the severe symptoms that those of an older population

• School settings are controlled environments with clear structures that support hygiene measures like washing hands

• Without schools, the caring responsibility would fall to the most vulnerable people in our communities; the school system is an important role in supporting key workers, like people in the NHS.

The Welsh government is set to issue clear guidance later today on one of the most important issues we raised with officials today – how to support children in special schools, pupils in mainstream with additional learning needs and compromised immune systems.

NAHT, along with other education trade union leaders, are working with the  Welsh government on national guidance for school leaders which will include a frequently asked question section which will provide a consistent message to schools on what to do in certain situations.

Estyn has already suspended school inspections which is a welcomed move, but there is an ongoing conversation with the Welsh government on how some unnecessary burdens on heads will be removed to allow you to focus on the situation at hand. Details on those measures are yet to be finalised.

If you judge that due to a lack of staff, you cannot open your school then don’t. However, we must do all we can to follow the government's advice and offer some support to the families and children in our care until the government can announce its longer-term plans for schools.

We are in daily contact with the Welsh government officials and the UK government in order to offer the support you need in the vital role you play at the heart of our communities.


Rydym wedi siarad â swyddogion addysg Llywodraeth Cymru heddiw i godi'r pryderon sydd gennych chi fel aelodau.

Bu llawer o rwystredigaeth ynghylch y diffyg arweiniad yn benodol ar gyfer ysgolion ar ystod eang o faterion, o faint dosbarthiadau i weithdrefnau ar gyfer cau ysgolion.

Roedd y neges gan swyddogion yn glir:  byddai ysgolion yn aros ar agor a byddai cymorth ac arweiniad ar gael o ran sut i wneud hyn yn ddiogel ac yn drefnus.

Mae'r rhesymau dros gadw ysgolion ar agor yn seiliedig ar yr ystyriaethau canlynol:

• Mae dadansoddiad data yn dangos bod plant ac oedolion ifanc yn wynebu risg lawer llai o ddatblygu symptomau difrifol o gymharu â’r boblogaeth hŷn

• Mae ysgolion yn amgylcheddau a gaiff eu rheoli, ac mae iddynt strwythurau clir sy'n annog mesurau hylendid fel golchi dwylo

• Heb ysgolion, byddai'r cyfrifoldeb gofalu yn disgyn ar y bobl fwyaf agored i niwed yn ein cymunedau; mae'r system ysgolion yn chwarae rôl bwysig wrth gynorthwyo gweithwyr allweddol, fel pobl yn y GIG.

Disgwylir i lywodraeth Cymru gyhoeddi canllawiau clir yn ddiweddarach heddiw ar un o’r materion pwysicaf a godwyd gennym gyda swyddogion heddiw - sut i gynnig cymorth i blant mewn ysgolion arbennig, disgyblion yn y brif ffrwd ag anghenion dysgu ychwanegol sydd â systemau imiwnedd bregus.

Mae NAHT, ynghyd ag arweinwyr undebau llafur addysg eraill, yn gweithio gyda Llywodraeth Cymru ar ganllawiau cenedlaethol ar gyfer arweinwyr ysgolion a fydd yn cynnwys adran cwestiynau cyffredin a fydd yn darparu neges gyson i ysgolion ar beth i'w wneud mewn sefyllfaoedd penodol.

Mae Estyn eisoes wedi atal arolygiadau ysgolion sy'n gam i'w groesawu, ond mae sgwrs ar y gweill gyda Llywodraeth Cymru ar sut y bydd rhai beichiau diangen ar benaethiaid yn cael eu dileu er mwyn caniatáu i chi ganolbwyntio ar y sefyllfa dan sylw. Nid yw'r manylion am y mesurau hynny wedi'u cwblhau eto.

Os ydych chi'n barnu oherwydd diffyg staff, na allwch chi agor eich ysgol, yna peidiwch â gwneud hynny. Fodd bynnag, rhaid i ni wneud popeth o fewn ein gallu i ddilyn cyngor y llywodraeth a chynnig rhywfaint o gefnogaeth i'r teuluoedd a'r plant sydd yn ein gofal nes y gall y llywodraeth gyhoeddi ei chynlluniau tymor hwy ar gyfer ysgolion.

Rydyn ni mewn cysylltiad dyddiol â swyddogion Llywodraeth Cymru a Llywodraeth y DU er mwyn cynnig y gefnogaeth sydd ei hangen arnoch chi yn y rôl hanfodol rydych chi'n ei chwarae wrth galon ein cymunedau.
