NAHT has signalled its strong opposition to DfE plans to make schools with two consecutive ‘below good’ judgements eligible for intervention from September 2022.

NAHT’s consultation response sets out its strong disagreement with the principle and policy intent underpinning the proposals, which:

• misunderstand the statutory and practical role of inspection
• seek to use a ‘requires improvement’ judgement as an inappropriate and flawed indicator for intervention
• envisage using the Coasting Schools (England) Regulations 2017 in a way not originally intended by parliament
• risk destabilising the improvement journeys of individual schools
• require changes to Ofsted’s inspection framework, methodology, training and quality assurance processes
• create new risks to leadership recruitment and retention
• breaches DfE’s 2017 protocol for changes to accountability
• lacks transparency and accountability over regional directors’ roles.
