NAHT distributed a survey to all members earlier this term seeking information on the implementation of SEND reforms. The response rate was not indicative of the level of concern NAHT has detected through more informal channels. It may well be the case that the survey was too soon for schools to have developed a rounded, considered view of how things stand. The national executive’s SEND committee has suggested therefore that the survey be re-launched in modified form early in the spring term.
Members are therefore requested to start formulating their views in readiness for the survey. The DfE has requested a meeting with NAHT where we hope to share the concerns of school leaders supported by firm evidence from the special, secondary and primary sectors. NAHT needs to prove that many local authorities are not providing adequate support to schools and are, in some cases, acting in ways that run contrary to the expectations in the code of practice.
