The Education (School Teacher Appraisal) (England) Regulations come into force on 1 September 2012 and these replace the current performance management regulations.
The NAHT, NUT and ATL have now agreed a joint appraisal policy that schools may wish to adopt. This policy can be found below, or by following this link.
The policy is accompanied by a guidance document which has web links to other relevant documents.
A joint policy on which four of the main teacher unions have agreed is a significant step forward and is likely to make consultation on new appraisal polices easier and more effective.
The NASUWT is not party to the agreement and has issued its own policy. It is strongly recommended that this is not adopted! ASCL were fully involved in discussions but in the end were unable to sign up to the final document
The three unions did not agree, or even seek to agree, classroom observation policies or protocols. It is important that schools adopt the NAHT model policy and not those of the class teacher unions. This policy is available here.
If schools or NAHT branches have already negotiated and consulted on model policies that they are happy with then they may not wish to adopt the joint model policy. They may though wish to check that the policies are compliant with the joint union document and in particular that reference is made to the requirement to assess teachers against the new Teachers’ Standards.
A joint model Capability Procedure has not yet been agreed. More details on this are in the appraisal guidance document.
