<description>There is currently some confusion as to the role of the School Improvement Partner (SIP) in relation to Head Teacher performance management (PM).  Regulations put in place under the previous government specify that the governing body must take advice from an external adviser when undertaking performance management of the head teacher.  All local authorities were required to put in place SIPs and, when these were appointed, the governing body had to use the SIP as the external adviser.</description>
