League tables part of problem not solution

Responding to the government's announcement on 31st January that it is to reform performance tables for 14-16 year olds by removing many existing vocational qualifications, the NAHT said it is concerned that effectively scrapping job-related courses might close off avenues of learning for some students.

Michael Gove's speech on academy conversions

Following Michael Gove's speech in London regarding academy conversions, Russell Hobby said: "we recognise that some children require much more investment from their schools than others particularly those that aren't getting the support they need at home. This is not an excuse; it is just recognition of the need for harder work, and that schools which achieve great results in challenging circumstances are particularly special. There is nothing unique about academies that enable them to do this, however."

Significant pension developments

Following the action on the 30th November we have been negotiating actively and quietly with the government. We have not signed a deal - we cannot and would not make such a decision behind closed doors. We have reached a point where we have produced some 'parameters' for the pension scheme.

Government must not neglect public sector

NAHT has called on the government to acknowledge the efforts of the public sector in helping the economy grow and questioned the wisdom of actively choking off an essential stream of revenue by continuing its programme of cuts.

Michael Gove appeals to unions

"At a time of conflict, responsible leaders calm tensions and make efforts to see the other side's perspective. I actually felt that Michael Gove's speech did this. He is perfectly entitled to represent the government's aims and we welcomed his recognition of our own - and the real concerns the profession has. Let's not follow the scripts that the extremists on both sides have prepared for us."

Pensions campaign - school business managers

School Business Managers (SBMs) are generally members of the Local Government Pension Scheme (LGPS). The NAHT is not part of the statutory negotiating machinery involved with the LGPS, and school business managers were not balloted over industrial action. The recent ballot was directly concerned with the Teachers Pension Scheme, where the NAHT is part of the negotiating mechanism.

NAHT welcomes report on English Baccalaureate

The NAHT welcomes the comprehensive, reasoned and constructive report on the English Baccalaureate. The Select Committee offers a trenchant criticism of the failure to consult and its retrospective application to the 2010 performance tables in addition to querying much of the rationale used to justify its introduction. In much of this, the English Baccalaureate provides a case-study of the disjointed approach characterising so much policy implementation.

Competing for pupils will widen the divide

The National Association of Head Teachers (NAHT) has condemned suggestions by Michael Gove that schools should be encouraged to fight for pupils.

In an article in yesterday's The Times, (Tuesday June 21) Mr Gove signalled that he wanted neighbouring schools to act in competition, not collaboration, with each other. Responding to a question from a journalist, Mr Gove apparently said he thought poaching pupils was, a good thing.

Leaders' Guide to...'Prevent' terrorism strategy

The Prevent strategy has been running since 2007 but has been heavily refocused after a consultation which began last November found it flawed. It says the programme had confused promoting integration with preventing terrorism, did not confront extremist ideology and sometimes even funded the extremist organisations it was intended to confront.

NAHT welcomes Gove support with pensions row

Speaking at the annual conference of the NAHT in Brighton on Sunday (May 1 2011) Mr Gove acknowledged that teachers had an unspoken contract with the government on pensions. Mr Gove poured praise on the work of the nation's head teachers and said that one size (did) not fit all when promoting public sector terms and conditions. He added that he would be championing the case of the profession to those holding the government's purse strings.

Education Leaders' Guide to the spending review

The Review of Educational Capital has just been published, slightly later than James anticipated, as a result of his desire to test the emerging recommendations with as wide a group of interested parties as possible. The review team road-tested their ideas on a rebuild of a Doncaster secondary school destroyed by fire.

NAHT looks forward to assessment shake up

The National Association of Head Teachers (NAHT) has welcomed today's (April 5 2011) progress report on the review of testing for Key Stage 2 pupils as reassurance that an overhaul of the current flawed system is on the way. Russell Hobby, General Secretary of the NAHT, said Lord Bew's interim report into testing, assessment and accountability showed that the expert panel behind the review had heard strong evidence of the need for reform.

Hutton Review of Fair Pay: Final Report

Hutton produced an interim report in December 2010 which indicated his initial thinking on some of the issues, including the pay multiple and the pay cap linked to the Prime Ministers salary. He also introduced the definition of fairness in pay as the due desert for discretionary effort which delivers desired results; reward should match the employee's actions and contributions.
The final report was published on 15 March 2011 and can be accessed via the Treasury website.

Free school funding: a level playing field?

Speaking on the 'Today' programme, Russell Hobby voiced NAHT's concern that there may not be a level playing field for all schools. He said the first free schools would only benefit about 15,000 children - while there are seven million children in the existing state schools.

Sensible principles for curriculum reform

It is reasonable to suggest that it is not the job of the curriculum to be motivational, but the job of the teacher and school to make it so, through great teaching and relevance to children's lives. We should recognise, though, that it is possible for a curriculum to block teachers' ability to do this. And that overload, heavy assessment and rapid change are serious barriers.

Thousands of great leaders in state schools

There are tens of thousands of great leaders in education. Overwhelmingly, they are attracted by the chance to make a difference to children's lives. The most important step the government can take to keep the great leaders it has and attract new talent is to develop a system of accountability that is fair, firm and accurate - which rewards schools for the difference they make.

Schools will rise to the challenge

The announcements today emphasise the vital role of education in securing growth and preparing young people for the future. It is also clear that, with the inevitable cuts to local services, schools will need to do everything they can to support their communities, especially those facing social and economic difficulties.
