Leaders' guide to the Bew Interim Report

The government has today published the long awaited interim or progress report from the Bew Review. As expected, this is a summary of the evidence rather than recommendations for the replacement system. The question before us is, does this give us confidence that the panel is moving in the right direction; that the evidence supports, even demands, real change?

NAHT looks forward to assessment shake up

The National Association of Head Teachers (NAHT) has welcomed today's (April 5 2011) progress report on the review of testing for Key Stage 2 pupils as reassurance that an overhaul of the current flawed system is on the way. Russell Hobby, General Secretary of the NAHT, said Lord Bew's interim report into testing, assessment and accountability showed that the expert panel behind the review had heard strong evidence of the need for reform.

NAHT applaud Obama lead on cutting school tests

Speaking earlier this week to students and parents at a school in Washington DC, the president said US pupils should take fewer standardised tests and school performance should be measured in other ways than just exam results. President Obama added that he believed too much testing made education boring for children.

Russell Hobby, General Secretary of the NAHT, said Mr Obama's positive move would leave the UK alone in its support for a system of tests designed to punish rather than inform.

Flaws with proposed reading test

The proposed Year 1 Phonics Screening Check is troubling and the outcomes may misdirect efforts in schools. If reading is about finding the meaning in words, this test, as proposed, will tell us little about someone's reading ability. The danger of a new league table focused on the wrong things is significant.

Accountability Of Schools Needs To Be Properly Measured

NAHT fully accepts that schools must be accountable to parents and wider society for their performance. This accountability needs to be based on measures that are fully understandable by all stakeholders. It is also vital that any measures retain stakeholders' confidence. The Association believes that the flawed basis upon which the current measure, Contextual Value Added (CVA) data, is calculated and the inconsistent way in which it is applied, means that it fails to meet both of these criteria.

Laming Report: Joined Up Thinking But Not Joined Up Working

NAHT conducted a small scale random enquiry after the Laming Report and discovered that there is a long way to go before there are joined up services at ground level. Of the Branch Officials surveyed in Local Authorities, representing more than 1000 schools, there was little evidence of swift and easy referral to many of the services required to ensure that children are safe. The additional services required to ensure that children are able to thrive, are similarly hard to access.
