<description>There is currently some confusion as to the role of the School Improvement Partner (SIP) in relation to Head Teacher performance management (PM).  Regulations put in place under the previous government specify that the governing body must take advice from an external adviser when undertaking performance management of the head teacher.  All local authorities were required to put in place SIPs and, when these were appointed, the governing body had to use the SIP as the external adviser.</description>

<description>Hutton produced an interim report in December 2010 which indicated his initial thinking on some of the issues, including the pay multiple and the pay cap linked to the Prime Ministers salary. <description>The Teacher assessment section of the NCA tools website is now open. 
The submission of teacher assessment, including P scale data, is a statutory requirement for key stage 2 and key stage 3 schools. Teacher assessment must be submitted before the Friday 9 July 2010 deadline. QCDA are encouraging all key stage 2 and key stage 3 schools to submit their teacher assessment data early.</description>
